Who says the docks and wharfs around a port can't be PRETTY??
This is a "maintainence ship" used for dredging and other work in and around the port. You would also usually see some rusty little tugboats berthed in this same slip. (I never said everything would be pretty, here.) The docks for the cruise ships can accommodate some HUGE ships. The one shown below is comparatively small.
Victoria is a popular stop for tourists on the way to Alaska.
If I knew how to SPELL the sound of a cruise ship "whistle", I'd put it here!
Tours can be prearranged, or a passenger can just walk out to Dallas Road and flag down a horse and carriage.
